            There has been an ongoing concern within the industry about the growing issue of Internet “tube” sites and the copyright infringements that occur. A small amount of time can quickly turn up 10-15 violations with full length films.  Successful litigation against infringers to resolve this matter requires significant assets.  The responsibility of protecting copyright should not be the obligation of a single company, but rather a collective interest held by all producers of content and owners of copyright.
 
            Similar organizations currently exist in other industries to represent their stakes in various matters.  The American Civil Liberties Union (ACLU) represents the larger concerns of individual persons, the Motion Picture Association of America(MPAA) represents mainstream film productions.  The Free Speech Coalition (FSC) serves as an industry lobby for free speech that confronts issues on 2257 requirements, obscenity, and the prior restraint of free speech.   A different organization is needed to review issues of the Digital Millennium Copyright Act (DMCA), including copyright infringement, bootlegging and content theft.
 
            For this reason the Intellectual Property Rights Holders Association (IPRHA) was formed.  IPRHA’s Mission Statement: to protect the value of the intellectual property rights and copyrights held by its contributors, through legal, social, and political action.  Through a coalition IPRHA will reduce the organizational cost of defending the copyrights.
